Why not cut the out of town landlord out of the loop? Knock on the door while the tenant is home, and arrange a time to get the job done, or get some contact info, in order to facilitate a time that will work for you, the tenant, and an electrician?

Hi,
I see three problems. 1- is that your panel looks to have a corroded red phase (not a proper connection that may have caused arcing and caused high heat/fire). 2- Is that breaker doesn't look like its meant to fit in the that panel properly. This may be why it looks broken/the reason why its worn out. 3- Working on the panel can open a can of worms. The wiring in the panel itself is Aluminum (from what I can tell).

I concur ^^ that does look like aluminum to the branches and I have to ask .. why is there a common trip breaker for two separate 15A circuits? But forget all that.. stab-lok is the absolute king of crap circuit breakers. The irony here is you should be so lucky that the breaker is actually tripping and not just sticking open and burning the place down.
