Default Clutch switch on standard a legality?

I have a German built ford that's for inspection in the new year. It has manual transmission but has no clutch safety switch from factory. I presume it will fail?

The Alberta VER only says you can't remove a factory installed safety device, so if there wasn't one per the Alberta VER it should be fine. I don't know if they test against the Federal Standard 108 or not.. and I don't recall if there's anything about it in 108 or not.

I'm pretty sure my old Audi 90 never had one. I'm guessing Silver is right.

I had an old vehicle with no clutch switch. Routine over 15 year inspection - no issues came up from it.
