Just wondering what the fine/ charges would be for a person using an unregistered plate on a car that is registered and has insurance? ( I know its a stupid question just wondering)
Also say a friend is using one of my old plates (that has no current registration) and gets caught by photoradar, will they be able to track the plate back to me? ( I know another dumb question and no it hasnt happened, again just out of curiosity) Thanks Mike

These are REALLY dumb questions that should not even be asked.
I won't bother answering them. BLOCKER may be so inclined however...

2- yeah the plate has history and the charge will probably go to the last registered owner, I dont know if the plate is considered "archived" how they would do it .. or maby they wouldnt bother checking anyways

So if your friend was to get a photo radar ticket issued, you would be on the hook for it...

If I have a license place that is not active (ie purchased in 2004 and never re-registered) and it's now 2009 and somebody steals the plate and uses it... and gets a photo radar... but the plate is obviously 5 years out of date and bolted to a car that I never owned... I wouldn't get the fine.

In fact, I dealt with a similar situation just before I got transfered to recruiting unit. The owner of a plate (which was not used in about 3 years) recieved a ticket in the mail as a vehicle was ticked by by-law in calgary with that plate. As the plate was never reported stolen, I had to conduct an investigation to prove that the plate was indeed 'stolen' or at least 'lost' to have the ticket removed. I then had to list the plate as stolen, to avioid the situation in the future for the owner. So long story short, unless the plate it previously reported stolen or lost, then yes you will be on the hook for it, that doesn't mean you can't get out of the ticket, but the onus is on you to deal with it.

Well, since the photo ticket offens is "Being the owner of a vehicle..." -- if you don't own the vehicle, the charge is wrong.
You'd GET the ticket though. A number of years ago, I had a JA neighbor who'd take the plate off of the back of someone else's car and put it on his to drive around. His car wasn't actually registered at all. Needless to say, I was rather surprised to find out that I owned a beat up K car. I had to miss a day of school to deal with it, but the charge was dropped. I don't know what happened to Mr. K-car.
