I can do it for $50 - that gets you your choice of hole diameter, and your preference of entry from either side of the belt. It's usually easier to have a private party do this, than a shop. ;)

The smallest size available for the belt I bought was 32 and I wear a size 30.
I've had bad experience with Moneysworth (shoe repair shop) when they try to trim down another belt I have from size 40 so it fits my size 30 waist. |

| A hydraulic press with a belt punching attachment should do the trick. Seriously man, take a screwdriver even and just punch a hole through it. |
