The phrase kinda comes from the fact that pretty much anything goes in Vegas. There are criminal laws and such, just like any other state, but they have no real regulation on betting, gambling, prostitution, marriage certificates, etc. It's a rebellious kind of state, so people might get a little 'rebellious' themselves while they are there. So maybe they shouldn't tell anybody about that kinda stuff. ;)
