I actually saw this guy on the way home today and luckily had the digital sitting on the seat beside me.
Purely the fact that he didn't realize what else it could mean makes the unintended meaning of the plate true.

I was behind a white Crown Victoria today, on the way home. I slowed down, thinking it was a ghost car, and checked the plate to see if it was a fleet plate.
