My Integra has bubbles appearing on the left and right side on the windshield (not on the windsheild the metal on the sides), And has some rust under the car. I was wondering how much it would cost to fully fix the rust? Where is a good place to go for cheap?

Cheap rust removal means it will come back.

Your best bet is to take your car into a body shop - they can all do rust removal, but it's going to cost since it typically means new metal needs to be welded in....
