It's some kind of Japanese thing.
I'm guessing the previous owner was very superstitious, it seems a bit more special with the piece of paper in it so it may have some special prayers attached to it?.
The "battery" I would hazard a guess contains something special. If it was a battery, it would have something contacting both sides of it.

I e-mailed an Asian friend of mine and she confirmed that it is a Japanese driving good luck charm.

| Most Shinto and Buddha Temples and Shrines sell blessed charms. Most are just a slip of paper with writing on the inside. I wonder what the battery powers. Dose it light up? |

| It's not a battery, just said it was the size of one. When I hold it just right you can see 2 mirrored images of what looks like a doves (or some type of bird) head and neck on that part. |
