what is the differnece are the actually longer or shorter in lenght

is one better than the other

a short block is simply a block usually with crank and pistons. Long block usually includes the head and internal parts but none of the accessories; alt, external pumps and ac type stuff

now

when talking rotary short would be just the core.
long would be with everything attached intake etc.
