Minute surface rust...what can I do to remove it?

n0c7
Try CLR if its very minor, there are other chemicals that are rust converters, or sand it off.

It seems like a chunk of the foam got sliced out, exposing the metal to the elements???

TrevorK
Sand/grind it off completely.

Coat it with POR15 or Rust Bullet.

What grit of sandpaper should I use?

I'd use really rough paper (40, 60 or 100) because:
- You want to get it all off
- You'll be covering it with POR 15/Rust Bullet after so any scratches will be covered.

Make sure you get it down to bare metal - that's the key.

There's a guy in Spruce Grove that sells POR15, I forget who. But if you did a search for "por15" on here you should find a post with the name. You can order it online of course too.

For something that looks that small, you should be able to get some sort of starter kit for 20-40 bucks that contains more than enough stuff. POR15 offers:

I'm sure Rustbullet offers something similar.
