If it's #2, you'll need quite a bit to outrun the helicopter :p
If it's #1, I don't think there is any illegal HP amount, so long as it stays within the modifications guidelines (those will end up being bottlenecks for your HP goals)

I still don't see where you're getting this. There's no emissions or anything in Alberta, so cops can't do shit no matter how much power you're putting out.. The most they could do would be a noise bylaw, enlarged exhaust and whatever driving infraction they may have pulled you over for. |
