if you were gonna go all motor, would a b16a, b18c1/5, h22a, or b20 w/ vtec head, be the best bet for cost to power?

Stock for stock, the H22A would be best for cost. But if you were to build them, The B-series will always win cause of the aftermarket support. B20 is the ultimate which is pretty much building from scratch...but requires $$$ to have it done right...

If I was going to build a all motor honda engine it would be a b18. It has the same weight as a b16 but lighter than a H22 and with a good build such as quality cams, high comp pistons and a ported head and balanced block that would be one strong engine.. A good 225 hp engine would not be hard.

i would go B16A1, just bang for the buck now a days, it's pretty affordable and you can just put the extra cash to some go fast goodies

if you want a quick all motor dont go with the b16.. i have a b16a2 and am having trouble gettingg alot of power out of it.... go with atleast a 1.8l you will get the torque you want from an NA motor... also if you do ls vtec or b20vtec use a sir head or itr head... b16a2 head is supposed to flow better than the b18c1 head.. but c5 head would be the ultimate on a b20... but lotsa cash ...
h22 is NICE ... if you goot the funds go with that... its already over a 2l so u would have alot of torque...good engine to start with
