The park behind the legislature has a small skating rink. Nice scenery too.

Hi Kenshin,
Check out Totem Outdoor Outfitters on 99st. I think you can rent skates from them. Then take your honey to Harawalek Park and skate. Go at night, it is much better. There is usually a fire burning outside. They do have a nice changing facility and a concession stand avaliable. You can bring your own Hot Chocolate or coffee. There is alot of room to skate and you are not limited. You get the idea. :D
The down side is that if you somehow manage to annoy her, there is alot of ground to cover to look for her.
They are open, I went for a walk there yesterday and people were skating on the ice. I did not see anyone fall through so I imagine it is safe.
Most city parks and rec rinks are open till 11:00 pm.

Hi Kenshin,
I was skating at Harawalek Park today and noticed they do rent out skates too. I did not get a chance to take a look at the pricing nor the hours of operation as there was a long line to rent them.
I am not 100% Certain that Totem rents skates. However it is worth a try.
