SR20DET began production in January of 1991 for all S13 Models.
Everything up till this month is legal for Importation.

Cost depends on condition, however $7-8K would be a good budget for a RPS13 and you don't have to worry about DOT headlights |

Those are only examples, those pictures are from previous Auctions. The listing below include Km's.
To buy through auction you will need a deposit with IC to start bidding, all you will need is the amount to cover the cost of the car, the rest van be paid at a later date.
The last link does not list prices, but is mostly in english
