Not sure if anyone else has checked out Car and Driver this month but there is a great article on building a budget race car. Essentially these are designed to be similar to the Lotus Super 7, but built from scratch.
They review 4 of these "Locosts," starting with one made for $2,500 US up to one with a little over $10k into it. This site is where essentially all builders of these cars end up. The site has all the plans, 3d models, and more links to places you can find pre-built frames, etc.

Now you can build the car literally from scratch. Buy all the materials, make your frame, finding a RWD donor car is highly recommended for keeping costs low. The cars in the story have drivetrains ranging from a 1980 BMW 320i 4 banger, to a couple of Miata engines (one boosted, one not) and a CBR 900 motorcycle engine.
All in all it looks like it would be a hell of a fun project to take on. With the cars typically coming in around the 1,400lb mark they are definitely lightweights. The car with the CBR powerplant actually weighs in at 924lbs. Crazy!
Anyhow, go out and grab the mag if you are at all interested in this sort of thing. Building a car like this even just for the track would be a hell of a lot of fun!
Edit:
I just found this site as well. This is the guy who built the car that ran just a little over $10k. Although he notes in the site here that this is what he would charge to build you the car. He says you could replicate his car for $7,500 US.

Heh, would be a while until I build one of these. Fuck it would be so easy to work on though.
We'll see after the Corolla is a full on track pimp. |

| Awesome, I'd love to build something like that when I've got to the point where I have my own garage to work in. |

| That's Keith Tanner of Flyin' Miata (a Canadian no less). I know him well. There are lots of videos of his Miata-powered Lotus Super-7 replica on the Flyin' Miata website -- in the TV section. |
