Is there a law on this or is it just something that they suggest? If it is a law then where can I find it?

There is no law except:
When Driving, DL required,
In a Licenced Premises, Any photo ID with Age.
How ever if stopped as a pedestrian for a offence under any legislation you are required to identify yourself to saticefy the officer you say who you say you are. Thus will need to provide some sort of Identification or get arrested and fingerprinted to verify you Id. (Or contact someone to comfirm your Identity.)
Best to carry some sort if id at all times. Curious as to why your asking

I mean ID in general (if you don't have a licence). The reason why I'm asking is because we have a debate going at work.

In the purist sence NO you don't, for example do you need Id when walking through the Mall, No walking legally on the Sidewalk NO. If you enter into a licnsed premises YES, if you J Walk Yes, It all depends on the circumstances of what your doing.
Hopefully this helps you out.

I don't agree with that entirely. Just because you're breaking the law you aren't required to have ID. I mean, you're already breaking the law, what good would a enacting a law for cases when you break the law do?
It's kind of like how most states have a law that says if you buy weed you need to report to the government with your weed to have it weighed so you can pay tax on it, then they stamp it to know the tax has been paid.
You only need to carry the appropriate permits for whatever act you're doing: licence to drive as example. Otherwise, everyone would be forced, by law, to get ID at 18 (or whatever age the law was set at), and there is no such law for that either. The government can't tell you that you must carry something that it doesn't say you have to have.
Certain laws will say certain types of people must carry ID at all times, but likely none of them apply to you. One example is the National Defence Act, which says all persons employed be the military, whether working in Canada or in a foreign country, must have ID on them at all times, and all serving members must where ID Disks (dog tags) at all times as well. In certain provinces, the provincial police act requires law enforcement to have ID on them at all times.
BUT, yeah, always a but, you really should carry ID at all times. For your own good. If you get hurt and can't speak and have no ID, the hospital can't pull up your records, the police can't call your family, and everything get's longer and more drawn out. |

Were not living in Nazi Germany are we? Ofcoarse you don't have to have ID on you all the time.
Like would this make any sense to you...
Cops sees you walking down the street:
"Hey do u have id?"
"No sir I don't"
"Thats it your under arrest" |

| it's a good idea to always have a piece of id and your health care card incase something happens, but i dont believe it's a law that you must carry it. |

it's a good idea to have ID...it's not the law, and you can definately live without it. but if for some reason you match the description of a suspect, and you don't have ID to prove that you're not, the police can lawfully detain you until they can positively identify you.
obviously they can't arrest you to postively identify you because you were walking down the street... |
