Can a car fail an out of province inspection based on worn out tires? What is the legal amount of tread required?

Yes your car can fail an out of province inspection based off of worn tires. It is a safety issue. I'm not sure what the minimum tread is for the OOP, but if you don't think they will pass, then chances are they won't.
