I can't sign up for YouTube (I'm too cheap to rent the movie I want to see that's also posted up on YouTube)
Any ideas?
I thought this shit was just like webmail, they take any & everyone.

They recently launched Youtube Canada, perhaps you have to sign up there now rather than on the main site. Seems like a long shot, but that's my best answer I can come up with.
