Could be, but the thing is, being a enforcer the the "good law" (ha) these people must do mountains of paperwork, as long as it appears on paper that they are doing their work and not wasting time.
What better way to do less paperwork than to be busy doing your job right?.
If you aren't busy, you have to make a long winded story about how you were soooo busy in paper. |
