If I'm wrong I'm wrong, but I had this muffler on one of my cars years ago, and there were for a 100% fact drain holes in the bottom of each tip.
Now I'm sure they weren't for silencers, so I figured it was the same on other mufflers. You learn something new every day.;) |

On those ricer exhausts that you show; yes it would be a drain because water would collect there and rust the exhaust. On a real exhaust its there for the silencer.
