try Bestway tire 51ave, i got an old car that also needs an insurance inspection a couple of months ago ,first inspection failed at canadian tire lot of recommended repairs,, ,, then went to bestway and manage to passed w/out repairs,, even with some car injury on it like leaking shock etc...
manage to passed everything on it ,, and got the insurance at AMA l:D |

Go to a proper shop, and make sure it's safe top to bottom.. and if your brother thinks it's cool to have a shoddy insurance inspection and having a really ropey car is the way to go you might as well kill him now before it happens on the road when something major fails.
Don't go cheap, go for a median ... |
