I am curious to what the procedure is at the enforcement level in regards to photo radar.
1. The picture is taken.... then...
2. Who processes the film? WHo verifies the car in question? Is a third party involved identification of the vehicle? Is it an automated procedure?

Well to give you a little more info.
My sister received a couple of photo radar tickets in the mail.
Oddly enough on the same day, same speed at two different locations of the city. Northend and Capilano (She never drives in this area of town). The two tickets in question have the same exact picture (same codes on the picture).
There are 2 pictures on each ticket. The top one has the main picture. The bottom has the zoomed in cropped picture of the license plate. It obviously looks like the picture was cropped on 2 different occassions by obviously 2 different operators.....
The tickets will be more than likely thrown out...........but the question I have is. How many of these tickets are out there? The system obviously can't guarantee that the picture will match what the operator says happened (ALthough the disclaimer on all the tickets states that the operator/equipment is blah blah blah perfect and could possible not make any mistakes).
If they can't match the picture? Can they guarantee that the speed is correct? The info on the car is the right one? That pictures have not been tampered with? Why is the burden on us to admit innocence if they can't guarantee the info to be correct.
